USA, Kentucky. An insurance company representing Jefferson County Public Schools has agreed to pay the family of a girl who was dragged by a bus in 2015 nearly $5 million, according to a settlement agreement obtained by WDRB News.

 

Travelers Indemnity Company agreed in an Oct. 19 settlement to pay the family of Ally Rednour, who was 7 years old when a JCPS bus dragged her about 1,000 feet after the exit door shut on her backpack as she tried to de-board the vehicle, $4.8 million in a series of lump-sum and periodic payments through 2088.

 

Bo Bolus, the family’s attorney, has previously said Rednour, a special needs child, suffered “disfiguring” scarring and nerve damage from the incident. He said he expected a jury verdict worth up to $20 million before reaching the settlement.

On September 12, human rights watchdog Safeguard Defenders published their latest report on the phenomenon of Chinese transnational policing.

 

The group revealed that over the past year, China had set up dozens of overseas “service stations” in order to police Chinese nationals living abroad, including three such facilities in Toronto.

 

According to the report, Beijing has been attempting to “combat the growing issue of fraud and telecommunication fraud by Chinese nationals living abroad,” with 230,000 being “persuaded to return” to China to face criminal charges between April 2021 and July 2022 alone.

New Inspector General Report Shows How Thousands of Guns and Parts Were Stolen From ATF

According to a recent Department of Justice Inspector General investigation, the Bureau of Alcohol, Tobacco and Firearms failed to follow proper security protocols for seized firearms and parts at the ATF National Destruction Branch (NDB) facility in Martinsburg, West Virginia, leading to thousands of guns and parts being stolen by a security guard.

 

"We found that NDB staff does not consistently adhere to established operating procedures in place to mitigate risk of firearms being lost or stolen. Specifically, we observed NDB staff: (1) propping open doors into secure areas of the facility solely for the sake of convenience, (2) allowing visitors to enter the facility through doorways other than," the investigation found. "The main entrance and drive their cars into the facility to unload firearms, and (3) permitting unauthorized individuals to access NDB vault storage spaces. Failure to strictly adhere to established operating procedures not only undermines the NDB’s security protocol, but unnecessarily places firearms in NDB custody at risk of loss or theft."

 

ATF failed to properly log and track firearms under Bureau custody, including guns from the fatal Operation Fast and Furious.

 

"Prior to our audit, the NDB did not adequately track the keys used to unlock shipping cases containing firearms slated for disposal. While the NDB had an inventory and a check-out log for its padlock keys, we found that the key log was not properly updated when keys were removed from the storage area," the investigation found. "The NDB uses a log to track these firearms held in long-term storage; however, we found that the NDB does not track firearms stored in its vault on a temporary basis. The NDB should know the whereabouts of all firearms in its custody and should track firearms held both in long-term and temporary storage."

 

"While the NDB has implemented improved controls over firearms at its facility, we found certain overarching ATF policies that are not addressed in current NDB Standard Operating Procedures (SOP) and not evident in current NDB operations but would further mitigate the risk of firearms in NDB custody being lost or stolen without detection," the IG found. "Specifically, the NDB stored firearms in its custody, including evidence from the ATF’s 'Operation Fast and Furious' investigation, on top of its temporary vault instead of inside its more secure vault. These items are stored in shipping cases that are accessible using one of the many ladders kept in the same area of the facility. We found that this practice was inconsistent with ATF policy."

 

For three years, lax security measures and violations of standards led to thousands of guns and parts being stolen from the facility. Those firearms, including machine guns, were illlegally sold off.

A manhunt is underway to apprehend 42-year-old Porfirio Duarte-Herrera, an illegal alien from Nicaragua who murdered a man outside a Las Vegas Strip casino with a pipe bomb in 2007. Herrera, sentenced to life without parole, was reported missing on Tuesday when he didn't turn up during a 7 a.m. headcount at Southern Desert Correctional Center in Indian Springs, 45 miles northwest of Las Vegas.

The escape

 

Although reported absent from the medium-security prison on Tuesday, Democrat Nevada Gov. Steve Sisolak — who stands for reelection on November 8 — indicated that a Nevada Department of Corrections investigation found that Herrera had been missing since early this past weekend.

 

The NDOC released an update Tuesday evening suggesting Herrera has in fact been unaccounted for since Friday evening.

 

KLAS reported that Herrera may have created a dummy, potentially out of cardboard, to fool guards into thinking he was still in his prison cell.

 

He allegedly used battery acid to weaken his cell window frame, through which he climbed out.

 

KSNV's Cristen Drummond reported that Herrera subsequently bypassed a fence nearby a guard tower that has not been staffed since 2020, despite it having been a "legislatively approved post budgeted by the legislature."

 

Days after Herrera's escape, the Southern Desert Correctional Center was placed on full lockdown, with "escape procedures" put into effect around 8 a.m.

 

Sisloak stated, "this is unacceptable … This kind of security lapse cannot be permitted and those responsible will be held accountable."

 

The Las Vegas Metro Police Department has teamed up with the U.S. Marshals to locate Herrera. In a September 28 social media post, the LVMPD warned the public that if seen, this convicted murderer should not be approached, and to call 911 immediately.

 

Herrera is 5 feet, 4 inches tall and weighs approximately 135 pounds.

The crimes

 

Herrera was convicted in 2010 of killing a 24-year-old hot dog stand vendor with a motion-activated bomb at the Luxor hotel-casino on May 7, 2007.

 

In hopes of killing his co-conspirator's ex-girlfriend along with her then-boyfriend in a revenge plot, Herrera placed a pipe bomb with a magnetic switch inside a coffee cup and placed the improvised explosive device on the victim's car. Since traffic had been halted at a distance behind the victim at a red light, shrapnel resultant of the blast did not injure anybody else. The bomb did, however, blow off the victim's fingers, shred his arm, and launch a piece of metal into his head.

 

Prosecutor Dave Stanton stated, "It was like shooting into a crowd and missing everyone … It was incredibly lucky no one was injured or killed."

 

The victim, Willebaldo Dorantes Antonio, had been dating the ex-girlfriend of Herrera's co-conspirator, Omar Rueda-Denvers, also an illegal alien. Although Herrera and Denvers sought for both Antonio and Guatemalan illegal Caren Chali to be consumed by the blast, though nearby, Chali was not injured.

 

Denvers is also serving a life sentence for first degree murder, attempted murder, the possession and manufacture of explosives, and other charges. He reportedly remains in custody at High Desert State Prison.

 

Herrera's brother was wanted for questioning in relation to the murder, particularly after authorities found potential bomb-making materials in his trailer, but he returned to Nicaragua.

 

Prior to the Luxor bombing, Herrera previously crafted and set off a bomb in 2006, destroying a parked pickup truck outside a Home Depot store east of downtown Las Vegas.

 

For the October 31, 2006, bombing, a Clark County District Court jury found Herrera guilty of attempted murder, bomb making, bomb possession and destruction of property.
