haarp requires terawatts of energy to operate. the only people that can use ionospheric heaters are state-level agencies that can afford it. it is most effective as a tool to intensify an existing storm system, ie, change a catagoy 4 into a category 5. and yes, to a limited extent it can be used to "steer" hurricanes. but applying enough energy to nudge it's course by a few degrees isn't the same thing as making it go anywhere you want, and once it's no longer over the ocean, even that LIMITED capability is lost.
