Trying to figure out why Trump is allowing this topic to become one of the current hot issues that initially makes him look bad, and his only reply is "we're just following the law."

This might be another trap that he is allowing Dems to walk into. Dems see it as a chance to use an emotionally-charged issue to manipulate public opinion of Trump, and make Trump look like a heartless monster, and take some focus away from the FBI/Clinton revelations. But maybe Trump is allowing them to raise awareness of this issue until the public demands an investigation. Then he can uncover what he already knows is really going on, and who is really to blame.
Why are children being sent to “foster care or whatever” while their parents are sent to jail, and who controls the process? Where do these kids eventually end up? How many end up missing?
