The first Chancellor of the FRG, Konrad Adenauer, gives an even higher figure. According to Adenauer, of the 13.5 to 17 million German expellees after 1945, only about 7.3 million arrived in the rest of Germany. He wrote in this regard:

 

"A particularly serious and important chapter, important also from the European point of view, is the German biological problem. In this connection I must first speak of the problem of the expellees. According to the findings of the American side, a total of 13.3 million Germans have been expelled from the eastern parts of Germany, from Poland, Czechoslovakia, Hungary, and so on. 7.3 million have arrived in the eastern zone and in the main in the three western zones. 6 million Germans have disappeared from the face of the earth. They have died, spoiled. Of the 7.3 million who remained alive, the majority are women, children and old people. A large part of the able-bodied men and women have been [sic] deported to Soviet Russia in forced labor. The expulsion of these 13 to 14 million from their homes, some of which their ancestors had inhabited for hundreds of years, has brought endless misery."[13]

Many Germans fled their areas of residence under evacuation orders of the German government in early 1945, or based on their own decisions to leave in 1945-1948. Others remained and were later forced to leave by local authorities. The majority of the flights and expulsions occurred in areas of today's Czech Republic, Poland and Russia. Others occurred in territories of today's Slovakia, Hungary, Serbia (predominantly in the Vojvodina region), Lithuania, Slovenia and other regions of Central and Eastern Europe. Numerous atrocities occurred during expelling and fleeing, such as mass killings and mass rapes. More generally, there were various Allied atrocities during the war and postwar period causing many millions of deaths. It is estimated that another 2 1/2 million ethnic German refugees died, most from starvation.

 

This forced migration of ethnic Germans resulted in the transfer of between 13.5–16.5 million people and was the largest of several similar post-World War II migrations orchestrated by the victorious Western Allies and the Soviet Union. Over the course of the sixty years since the end of the war, estimates of total deaths of German civilians have been as high as 4 million. Although the German government's official estimate of deaths due to the expulsions stood at 2.2 million. The debate about the number of deaths and their cause continues to be the subject of heated controversy.The new memorial, since 2014, states 12 million civilian German war and post-war victims of World War II.
