Districting needs to be a mathematical algorithm and that's that. So much time and money is wasted on gerrymandering issues.
Simple repeatable formula that can't be disputed. There's plenty of brainpower in the world to come up with an equitable algorithm.
The only way to cheat the system would be to physically move people.
