What this is saying, in essence, is that people, i.e. lurkers are too stupid to decide for themselves so the thought police will decide.

My experience has been that a lot, not all, BV's ban anyone whom they disagree with, regardless of the content.
If the BV agrees with the content it stays.
If not, the "offender" gets banned.
