I was agreeing with >>1771010 that the 'other person' was meant to be the photographer as Sohale Siddiqi was already identified.
But I have thought of an alternative idea although it is a bit of a stretch. There was an Obama appointee called Islam A. Siddiqui who is clearly not the same man in the picture but the surname is close and Qanon might have wanted to just go by the name not the actual person in the photograph. Siddiqui, a pro-GMO lobbyist, his appointment was held up for more than a year and he was only Chief Agricultural Negotiator for just over two years.
