The state’s anti-corruption watchdog is investigating Premier Daniel Andrews over the awarding of grants worth $3.4 million to a Labor-linked union.
Victorian Premier Daniel Andrews is under investigation by the state’s anti-corruption watchdog over grants awarded prior to the 2018 state election.
The Independent Broad‑based Anti‑corruption Commission (IBAC) is probing a contract given to a training company controlled by the Labor-linked Health Workers’ Union (HWU).
According to The Age, the two grants worth $3.4 million centre around security training for staff at hospitals to deal with violent patients.
The watchdog is looking into how the funds were promised despite objections from the Department of Health, which ultimately signed off.
Staff members of then-health minister Jill Hennessy and Mr Andrews have been interviewed about the program which was first announced in October of 2018.
Those interviewed by the anti-corruption watchdog were questioned as to whether staffers had pressured officials in the Health Department, The Age said.
Mr Andrews was pressed about the IBAC during the week while campaigning ahead of the November 26 election.
During a press conference he was asked whether people should have a right to know what is being investigated by the watchdog.

Ukrainian Starlink units go dark over funding issues – media
Kiev is concerned about losing access to Elon Musk’s internet service if the US or UK doesn’t step in to pay
Some 1,300 Starlink satellite terminals went offline in Ukraine last week due to a failure to pay the military’s internet bills, deepening fears that the country will no longer be able to afford the pricey satellite service, two sources familiar with the situation told CNN on Friday.
The terminals, all part of a block purchased from a British company in March, began to go dark on October 24 for lack of funding, causing a “huge problem” for the military that depended upon them. Aware the bill was coming due and that they would be unable to pay it, the Ukrainian Ministry of Defense asked its UK allies for $3.25 million to cover the monthly cost and rotated the terminals out of use so they wouldn’t wink out at a critical moment. However, their request was turned down.
Starlink parent company SpaceX alerted the Pentagon in September that it could no longer pay the full cost of Ukraine’s Starlink usage, asking Washington to pick up the slack, according to CNN. With approximately 25,000 Starlink terminals in Ukraine, Musk estimated the military’s use of the service would cost nearly $400 million over the next 12 months. Fewer than 11,000 were being paid for at the time he wrote to the Pentagon.
Musk then appeared to change his mind about footing the bill for the service a few days later, tweeting “We’ll just keep funding Ukraine for free.”
However, a senior defense official told CNN SpaceX has continued negotiating with the Pentagon, adding that officials are eager to get Musk to commit resources in writing because they fear he will change his mind.
He has reportedly refused to operate Starlink in Crimea, fearing this would invite an escalation from Moscow, while Western media have accused him of hindering the network's operation by Ukrainian troops in Russian-controlled areas, which Musk denies. Last month, he warned that even though the company has “diverted massive resources toward defense” as the Russian military attempts to take the system out, “Starlink may still die.”
Moscow believes Starlink is a legitimate target, reasoning that the US and its allies have been using “elements of the civilian space infrastructure, including commercial, for military purposes.” Because this “essentially constitutes an involvement in military action through a proxy,” the “quasi-civilian” satellite network is fair game, Russian diplomat Konstantin Vorontsov told the UN last month.

Leaked documents: British spies constructing secret terror army in Ukraine
Documents obtained by The Grayzone reveal plans by a cell of British military-intelligence figures to organize and train a covert Ukrainian “partisan” army with explicit instructions to attack Russian targets in Crimea.
On October 28th, a Ukrainian drone attack damaged the Russian Black Sea fleet’s flagship vessel in the Crimean port of Sevastopol. Moscow immediately blamed Britain for assisting and orchestrating the strike, as well as blowing up the Nord Stream pipelines – the worst acts of industrial sabotage in recent memory.
The British Ministry of Defense issued a blustery denial in response, branding the accusations “false claims of an epic scale.” Whoever was behind those specific attacks, suspicions of a British hidden hand in the destruction are not unfounded. The Grayzone has obtained leaked documents detailing British military-intelligence operatives inking an agreement with the Security Service of Ukraine’s Odessa branch, to create and train a secret Ukrainian partisan terror army.
Their plans called for the secret army to conduct sabotage and reconnaissance operations targeting Crimea on behalf of the Ukrainian Security Service (SSU) – precisely the kind of attacks witnessed in past weeks.
As The Grazyone previously reported, the same coterie of military-intelligence operatives was responsible for drawing up plans to blow up Crimea’s Kerch Bridge. That goal was fulfilled on October 8th in the form of a suicide truck bomb attack, temporarily disabling the sole connecting point between mainland Russia and Crimea, and triggering a major escalation in Moscow’s attacks on Ukrainian infrastructure.
These blueprints were produced by a military veteran named Hugh Ward, at the request of Chris Donnelly, a British military-intelligence operative best known for hatching the covert, Foreign Office-funded Integrity Initiative information warfare program.
The plans were circulated throughout Donnelly’s private transnational network of military officials, lawmakers and intelligence officials. Such high-level connections underline that he is far from a passive observer in this conflict. He has used his position and contacts to secure the resources necessary to train up the secret saboteur battalion in order to attack Russian targets in Crimea. This wrecking strategy is certain to escalate the war, and undercut any momentum toward negotiation.
Branded “support for maritime raiding operations,” the planned assault on Crimea aims to “degrade” Russia’s ability to blockade Kiev, “erode” Moscow’s “warfighting capability”, and isolate Russian land and maritime forces in Crimea by “denying resupply by sea and overland via Kerch.”

Twitter Temporarily Closes Offices as Layoffs Begin
Twitter Inc. temporarily closed its offices and cut workers’ access to internal systems on Friday after telling employees they would be informed by email about whether they were being laid off.
The move follows a week of chaos and uncertainty about the company’s future under new owner Elon Musk.
The social media company said in an email to staff it would tell them by 9 a.m. Pacific time on Friday about staff cuts.
“In an effort to place Twitter on a healthy path, we will go through the difficult process of reducing our global workforce on Friday,” said the email sent on Thursday, seen by Reuters.
Staff who worked in engineering, communications, product, and content curation were among those impacted by the layoffs, according to tweets from Twitter staff.
Musk has promised to restore free speech while preventing Twitter from descending into a “hellscape.” However, his reassurances have failed to prevent major advertisers from threatening to withdraw from the platform.
Volkswagen has recommended its brands to pause paid advertising on Twitter until further notice in the wake of Musk’s takeover, it said on Friday. Its comments echoed similar remarks from other firms, including General Motors and General Mills.
Musk blamed civil rights activists’ pressure on advertisers for a “massive drop in revenue” in a tweet on Friday morning. “Extremely messed up! They’re (civil right groups) trying to destroy free speech in America.”
Speaking at an investors conference in New York on Friday, Musk called the activist pressure “an attack on the First Amendment.”
Twitter did not immediately respond to a request for comment.
Access to Systems Cut
Some staff tweeted they lost access to work email and Slack channels before receiving an official notice, which they took as a sign they had been laid off.
Twitter’s “curation” team, which is responsible for “highlighting and contextualizing the best events and stories that unfold on Twitter”, has been axed, employees said on the platform. The company’s communications team in India has also been laid off, according to a Twitter executive in Asia.
A team that focused on research into how Twitter employed algorithms, an issue that was a priority for Musk, was also eliminated, according to a tweet from former senior manager at Twitter.
Senior executives including vice president of engineering Arnaud Weber also said their goodbyes on Twitter on Friday: “Twitter still has a lot of unlocked potential but I’m proud of what we accomplished,” he wrote on Twitter.

Trump ally Kash Patel says 'compelled' to give federal grand jury testimony, denies 'immunity' deal
Limited immunity could still protect Patel from having his own testimony used against him.
Former President Trump ally Kash Patel acknowledged Friday night that he testified a day earlier before a federal grand jury investigating the handling of federal records at Mar-a-Lago but argued was "compelled" to do so and did not reach an immunity "deal," as has been widely reported.
"Mr. Patel categorically denies reaching any immunity 'deal' with the government," a spokesperson said. "Rather, his testimony was compelled over his objection through the only legal means available to the government – a grant of limited immunity."
A limited form of immunity still protects Patel from having his own testimony used against him, according to the Associated Press.
Patel has been of special interest to federal investigators after having said he was present as Trump declassified broad categories of materials. Federal prosecutors have said at least some of the materials seized by FBI agents in August at Trump's Mar-a-Lago estate were top secret, the wire service also reports.
Patel – a former Justice Department prosecutor, senior director for counterterrorism at the National Security Council and chief of staff to the acting Defense Secretary Chris Miller – testified Thursday after a federal judge in Washington entered a sealed order regarding immunity.
During an earlier appearance before the grand jury, Patel invoked his Fifth Amendment right against self-incrimination, also according to the wire service.

Embattled actor Kevin Spacey to receive achievement award in Italy
Two weeks after a New York jury sided with Kevin Spacey in a sexual abuse lawsuit, an Italian film museum has announced the actor will receive a lifetime achievement award and teach a master class there early next year.

Enzo Ghigo, president of the National Museum of Cinema in the northern city of Turin, said the class and the award honouring Spacey's contribution to the growth of cinema would take place on January 16, 2023.

"We are honoured that such a prestigious guest as Kevin Spacey chose Turin and our museum for this long-awaited return to an event with an audience," he said.
Previous winners of the Stella della Mole Award include actors Isabella Rossellini and Monica Bellucci, and director Dario Argento.
A federal jury on October 21 in a New York civil case found that Spacey, 63, did not sexually abuse Anthony Rapp when both were relatively unknown Broadway actors in 1986 and Rapp was 14 years old.
The jurors deliberated a little more than an hour before deciding that Rapp, now 50, hadn't proven his allegations.
Rapp's #MeToo-era allegations, and those of others, derailed Spacey's soaring career.
The two-time Academy Award-winning actor lost his starring role on the Netflix series House of Cards and saw other opportunities dry up.
Rapp is a regular on TV's Star Trek: Discovery and was part of the original Broadway cast of Rent.
Spacey previously faced charges in Massachusetts that he groped a man at a bar — allegations that were later dropped by prosecutors.
Three months ago, he pleaded not guilty in London to charges he sexually assaulted three men between 2004 and 2015 when he was the artistic director at the Old Vic theatre in London.
A judge in Los Angeles this summer approved an arbitrator's decision to order Spacey to pay $US30.9 million ($48 milion) to the makers of House of Cards for violating his contract by sexually harassing crew members.
Spacey filmed his most recent movie, director Franco Nero's The Man Who Drew God, in Turin.
"Now, among all of the cities of the world, he chose Turin for a master class. He couldn't give us a better present than this," director of the National Museum of Cinema Domenico De Gaetano said.
Mr Gaeteno plans to interview Spacey about his career at the January event.

Katie Hobbs' husband treated 10-year-old boy for gender dysphoria: Report
The husband of Arizona Democratic gubernatorial candidate, Katie Hobbs, is a member of a "gender support program" at a Phoenix hospital and once treated a transgender youth patient who was just 10 years old, an explosive new report claims.
Hobbs' husband, Patrick Goodman, is a child therapist at Phoenix Children's Hospital and a licensed professional counselor affiliated with PCH's "Gender Support Program." PHC claims to be "committed to excellent gender-affirming clinical care for youth and their families." It also boasts that it is "the only children’s healthcare system in Arizona with a comprehensive Gender Support Program made up of recognized experts" — experts such as Goodman.
Goodman is even listed on an undated flyer promoting the PHC Gender Support Program. Among other gender "services," the program offers "[c]onsultation for the use of medications to suppress puberty" and "[r]eadiness evaluations for puberty suppression and cross-sex hormonal therapy" for youth progressing "through their gender identity development."
Through his work with allegedly transgender children, Goodman was eventually named in court documents associated with a lawsuit filed against the state on behalf of three transgender children.
In the lawsuit dated Nov. 4, 2020, one of the plaintiffs is described as a 10-year-old boy who claimed to be a girl, beginning when he was just "two-and-a-half years old." The boy, identified only as Jane Doe, has elsewhere been linked to Goodman. A court document associated with the lawsuit and dated Nov. 9, 2020, identified Goodman as "Jane Doe's mental health provider" and claimed that Goodman was "expected to testify regarding Jane's health and well-being absent injunctive relief."
The "injunctive relief" in this case is elsewhere identified as "a corrected birth certificate," or a birth certificate which corresponds to Doe's gender identity. The lawsuit demands that Doe and two other transgender youth be issued a new birth certificate which reflects their gender identity, even though they have not received transgender surgery. Arizona law forbids underage persons from undergoing such surgery, though they can be given puberty blockers and cross-sex hormones.
According to the Daily Wire, the case remains open, and a court has "approved the plaintiffs’ request to compel information from the state on several questions after the plaintiffs filed a new complaint." It is unclear whether Goodman ever testified in the case.
Hobbs' Republican opponent, Kari Lake, shared the Daily Wire story on Twitter, calling it a "bombshell" and alleging that Goodman "profits off … minors who want to transition."

North Korea launches 180 warplane flights; South Korea scrambles 80 jets including F-35s
Dozens of South Korean warplanes were scrambled Friday after the country detected about 180 military flights over North Korea, the latest in a rapid series of escalations this week as the U.S. and South Korean militaries conduct large joint exercises condemned by the North.
Over the span of four hours Friday afternoon, South Korea tracked about 180 flights by North Korean warplanes flying in North Korean territory, ABC reported. South Korea scrambled about 80 of its own aircraft in response.
The North Korean planes were reportedly detected in the country’s inland areas and along its east and west coasts. But none of the planes crossed the Tactical Action Line, an imaginary line north of the two countries’ borders that South Korea bases operations decisions on.
There were no immediate reports of clashes after South Korea activated dozens of its own planes, including some number of F-35 fighter jets, ABC reported.
The face-off follows a flurry of provocations amid joint aerial exercises the U.S. and South Korea have been conducting this week, called “Vigilant Storm.”
The drills, which North Korea views as rehearsals for an invasion, involve about 240 warplanes, including F-35 jets that can be equipped for land strike missions, ABC reported.
The drills were extended by one day on Thursday after North Korea tried and reportedly failed to launch an intercontinental ballistic missile, triggering evacuation alerts in northern Japan. After the drills were extended, North Korea fired three missiles and shot about 80 artillery rounds into the sea.
Earlier in the week, North Korea fired 23 short-range missiles, apparently setting a personal record for the most launched in a single day.
Tensions are escalating in the long-term, as well.
North Korea has fired dozens of missiles this year, and South Korean officials say the country could soon test its first nuclear device in five years.
The U.S. and South Korea likewise have expanded their drills this year, which were muted in recent years due to the pandemic and former President Donald Trump’s attempts at diplomacy, ABC reported.

Brazilian prosecutors have requested that local police open an investigation against three-time Formula One world champion Nelson Piquet after he was seen in a social media video saying that the country’s President-elect Luiz Inacio ‘Lula’ da Silva belongs “in the cemetery.”
Piquet has been a prominent supporter of Lula’s adversary, Jair Bolsonaro, who at the turn of 2023 will hand over power to the Workers’ Party head after losing a run-off vote in the general election on Sunday.
Driving the presidential Rolls-Royce in 2021, Piquet was one of the largest individual donors to Bolsonaro’s failed campaign for re-election, having contributed 501,000 reals ($99,410) in total, according to data from Brazil's electoral court.
In a document seen by Reuters, prosecutor Paulo Roberto Galvao de Carvalho accused Piquet of allegedly inciting violence against Lula and animosity between the armed forces and constitutional powers in South America’s largest country.
Carvalho asked Brazilian federal police to open an official investigation into Piquet, 70, in order to “clarify the facts.”
The prosecutor added that Piquet was recorded in a public place during a protest against Lula and not a private gathering, amid roadblocks staged by truckers and Bolsonaro supporters requesting military intervention since Sunday’s result was announced.
As a well-known public figure, Piquet should be aware that his comments have the power to reach and be followed by hundreds of thousands of Brazilians, Carvalho insisted.
Senator Humberto Costa, who is a close ally of Lula’s, has also stated that he was filing a complaint against Piquet following his comments.
“We cannot normalize hate and barbarism,” said Costa, who has taken his concerns to the public prosecutor's office.
The controversy is the second time that Piquet has made headlines this year after being perceived as using a racial slur against seven-time British F1 world champion Lewis Hamilton.
Piquet used to term “neguinho” to refer to mixed-race Hamilton, which can literally be translated as “little black” from Portuguese but is often used as a term of endearment among family and friends.
After a racism row erupted, however, Piquet apologized for making an “ill thought out” comment but protested that the word had been mistranslated.
His comments on this occasion come on the eve of the Brazilian Grand Prix in Sao Paulo, which is set to start on November 13.
