Throughout my youth the phrase 'Don't you know there is a war on?' still lingered in the vernacular. It was still in common usage after twenty or so years. That phrase got a lot done. It leveled cities. It made civilian population centers targets for strategic bombing. It built dangerous and horrific weapons - nerve agents, biological weapons, nuclear weapons - and actually put them to use. War will be the justification they adopt.
