520: Clinton Foundation request was designated as a high visibility request

during processing due to its subject and the expectation it could attract

media attention.

 

521: Responsive materials included docs involving a closed 2001 FBI

investigation probing whether donations to the CF had been made to influence

BC to pardon Marc Rich.

 

522: posting of the FOIA was delayed a day because they were "overwhelmed"

by the reaction to Comey's announcement wrt the Clinton email investigation.

 

523: Witnesses said that the fact the election was in a week was no factor

in the timing of the FOIA release. Witnesses said there is no FOIA equivalent

to the Election Year Sensitivities guidance as there is for investigations

and charges.

 

524: On Nov. 1, 2016, a system-generated tweet from @FBIRecordsVault announced

the posting of the FOIA Clinton Email docs. Issues with the automatic twitter

feed had been corrected on Oct. 30 and upon that correction the system

released multiple tweets concerning posts over the prior year (the HRC email

FOIA tweet among them).

and recommendations. Most of this we have seen, or Wray mentioned it

in his press conference. Reiteration of Page/Strzok's political bias,

Comey's departures from procedures, etc.

DOJ and FBI need to follow procedure. Duh.

 

DOJ and FBi need to identify the risks of permitting a witness

to attend a voluntary interview of another witness,

especially when the witness is serving as counsel for the

other witness.

DOJ consider taking steps to improve retention and monitoring

of text messages.

 

FBI consider adding a warning banner to all mobile phones and

devices to further notify users that they have no expectation

of privacy.

concealing his intent regarding the July 5th, 2016 announcement

and instructing his subordinates to do the same.
