during processing due to its subject and the expectation it could attract
media attention.
521: Responsive materials included docs involving a closed 2001 FBI
investigation probing whether donations to the CF had been made to influence
BC to pardon Marc Rich.
522: posting of the FOIA was delayed a day because they were "overwhelmed"
by the reaction to Comey's announcement wrt the Clinton email investigation.
523: Witnesses said that the fact the election was in a week was no factor
in the timing of the FOIA release. Witnesses said there is no FOIA equivalent
to the Election Year Sensitivities guidance as there is for investigations
and charges.
524: On Nov. 1, 2016, a system-generated tweet from @FBIRecordsVault announced
the posting of the FOIA Clinton Email docs. Issues with the automatic twitter
feed had been corrected on Oct. 30 and upon that correction the system
released multiple tweets concerning posts over the prior year (the HRC email
FOIA tweet among them).
