All of the Bill of Rights do this. That's the entire point. Anti-Federalists would've never approved the ratification without these 10 assurances. That's why Justice Thomas made the comparison to other rights, stating that citizens don't have to prove their "need" to have those rights to any government authority. Brilliant man.
