Frozen assets are not removed from the owner.

When they confiscate those assets, then they are removed from the owner.

These were frozen and not usable until he agrees to pay the fine.

No, they can not confiscate with out a judgment.

It's like the difference between 'appropriation' and 'authorizing' of funds. 2 different words with 2 different meanings, ask Schumer. He tried that shit on POTUS that Friday before the shutdown.
