This is what bullies do.

It's like a bully coming up to a guy and saying, I'm gonna beat the shit out of you and there's nothing you can do about it. And then the bully proceeds to beat the shit out of the guy, and then he goes and brags about what he did and that he got away with it and that he will do it again.

Until the bully gets busted, then all of a sudden he starts to cry and complain that he is the victim.
