No, in states where you register via DMV for political party, they know who voted/who didn't. Also, the votes sent by mail have numerical coding that let's the USPS know what party they are registered as. This way they can either destroy/delay or just replace it via the DMV system. So they are continuing to access the non cast votes in the DMV systems to push them to victory.
