Oversight Committee: Any agency or bureau that stonewalls or otherwise doesn't submit to oversight by the people's representatives should find their funding suspended immediately upon that finding. The funding should also be reduced by an escalating punitive amount while their recalcitrance persists. Eventual cooperation does not restore the punitive portion.

This 'oversight problem' is curable. Enact legislation making evasion of oversight a federal offense and a bar from federal employment and loss of all pay and benefits and ineligibility to possess a security clearance. Any subordinates knowingly aiding in evasion of oversight would be held to the same standard and accountability.
They work for us. Time for some reminding.
Some folks have gotten WAY too big for their britches and need to get some hard civics lessons for their soft behinds. Or they can work somewhere else for someone else. The public have had enough of this.
We'll call mine 'evasion of oversight' and yours 'aggravated evasion of oversight' if it's flagrant, goes beyond a reasonable, but brief period, or is discovered to be part of a scheme with malice aforethought.
