Kevin McCarthy, per an interview with Mark Levine, got his money when he won the Lottery in California. Speaking from first hand knowledge (inlaws) it was a payoff. He was purchased to enter into politics as a Repulican just as C eye A infilitrated the FBI and apparently every F'ing thing.
