Digging on Eric Schmidt, C-Links and Google and ran across something spoopy-

Article in Miami Herald dated May 15, 2014 talking about a Texas firm, Xtera Communications Inc, being awarded a contract to run an undersea fiber optic cable. Seems standard until I looked up Xtera Communications Inc.

www.miamiherald.com/news/nation-world/world/americas/guantanamo/article1964511.html

Xtera Communications Inc showed up under a search as a Canadian company, not Texas, and they filed for bankruptcy November 15, 2016 in Delaware. (Just after elections)

Bloomberg shows it as TX again and a Notice of Auction Cancellation Jan 24, 2017 and a Motion for Asset Sale to H.I.G. Europe Jan 30, 2017
