It's Sohale Siddiqi, a Pakistani who met Obama by visiting Obama's roommate at a party in San Francisco. That's when they first met.

Q either means Sadik had no or less facial hair at the time of the photo or Q is implying something else and making us search Obama's admin for someone without facial hair…but it is clearly not Sadik who is the one that does not have facial hair. Q may be nudging us to search a bit deeper and expand our thinking from just Sadik.
What about Hasan Chandoo? That was who was Obama's roommate at the time before Sadik. I really can only find one picture of Chandoo. Sadik was the easy find.
I would say perhaps we start searching for somebody that has no facial hair that looks more like Chandoo, because I think Sadik has been clearly IDEN.
