You have to put longterm multi-administration top secret construction or R&D near the engineers and families. Its longterm.

Likelihood is that the longer the period of hiding the higher probability of exposure. Big staffing, big schools, bug food, big water, big sewerage, etc.

So.. you perhaps disguise the whole R&D as if its (just) another jetfighter project? How many years over time and over budget was F35?

The war must be run as economically as possible with regards to TIME… because more time = more blood and treasure. "Its that simple." There is a Westpoint maxim for you; it prolly cost thousands of soldiers in many wars to nail that one down.
