melatonin at that level will not make you go to sleep, it kickstarts your body's own melatonin production. What I'm guessing is happening is your cortisol levels aren't dropping off like they should in the evening, call it low-level adrenal exhaustion, so that's disrupting the normal production of melatonin. The other thing you'd need to do is take some adrenal support pills half an hour before you sleep, they help your body get rid of the excess cortisol. Now, bear in mind, this is a "do this for three months and it'll slowly get better but you may not notice a change day to day for several weeks" type of deal.
