The focus of these briefing slides from a senior DTRA official is 'domestic nuclear event attribution' – which refers to the ability to identify the source of any nuclear material used in a nuclear or radiological strike in the United States. The major rationale for the attribution effort is that potential sources of such material would be reluctant to provide such material to terrorists if they knew that their involvement could be detected, thus making them a target for retaliation.
