This looks like it might be a police officer abusing a fellow police offiicer, which happens to be a police dog. The vehicle his puts the abused dog back into looks like a police vehicle with its lights flashing. This guy needs to be fired and his police dog taken away and put into a safe environment. This abuser needs to be identified. Anons know what to do.
