I put out a quick civics lesson on Twatter.

 

The power that the Congress holds over ALL federal officials is impeachment, trial and removal from office. This is different from a criminal conviction by the courts.

 

[RR] and others may be impeached by the House of Representatives. The impeachment then conveys that person to the Senate for trial where the Chief Justice presides.

 

Upon CONVICTION by the Senate, that person is removed from office. 60 votes in the Senate convicts the offender and he/she is removed from office.

 

While I do not remember any historical precedent, it is theoretically possible to impeach, convict and remove whole groups of people.

Each person must be individually named.

 

This would also apply to Mueller and his team or any other federal official.
