Watched it a couple times full screen at .25x speed and at first It's hard to say. However, as the vehicle drives forward, you see a figure with light clothing leaning forward in the back seat.
The only one with any light clothing was Pelosi with a large white scarf (surrender). Handcuffed people lean forward because their arms are behind their back…or if they lean back, they arch their backs. She was leaning forward.
Was she handcuffed? Hard to say. Leaning 60/40 she was. HRC was easy. This is inconclusive to be sure.
This frame…which later to my delight was stamped 17 / 23. Leaning forward is the only person wearing light colors. Interesting, not conclusive, but gives the cuffs some possible cred for sure.
