Strangely, this is something I have wondered about. The passage records what God said to Isaiah. However, when I read it, I feel like maybe God is talking to me, too.

If we have the testimony of Jesus does that mean we have the spirit of prophecy? I don't know how else to read it.

I think anyone who has received Jesus, bears testimony of that and is baptized in the Holy Spirit has the potential to prophesy.
