where it didn't make sense before (in my understanding; I was like "WHY are they doing this?!") it now makes perfect sense:
they don't want you to travel around freely. you will only rent an EV if you are a good party member, and the party controlled AI will decide where and how far you can go. most people won't have that privilege, most could probably ride their bicycle in the smart city. that was their intention from the start.
