Considering the missing hand at the end and the green screen, is it possible that the Twitter clip that Q originally posted was actually captured at Bilderberg, and then as a cover they filmed this fake speech with green screen?

Was the Twitter clip that Q originally posted (the audio), actually captured from a Bilderberg meeting. And in an attempt to "cover", they green-screened this video and edited in the damning audio, making it sound like it was actually taken from the Belgium speech instead?
