This is artifacting from video compression. The background is very close to the shade of his skin, so that would cause artifacting in some frames. The compression algorithms disregard parts of the video that don't stand out or are static. because of the lighting, the hue of the wall and the hue of his skin, It could easily choose to leave out parts of his body that don't have stand out features (eyes, nose, mouth, shadows, dark suit, etc) especially if he's moving fast (like a swinging arm)

It's just well diffused global lighting. Maybe from a chandelier or wall lighting similar to the fixture behind him. The same lighting you see in a luxurious movie theater after the credits roll. It's bounced light. No spotlights here.
