Every law that needs to be upheld means you are above that law and you need to raise (uphold) it above you in order to be subject to it.
Every law that can't be upheld or laid down means you are bound and equal to that law under threat of injury or death for attempting to violate that law.
Basically you can write a law and put up a sign next to a cliff and state "flying is permitted". You can up hold that peice of paper stating the law all you want as you fall and impact the ground causing injury or death for attempting to violate the actual law.
