I think it would make sense that there was a speciation incentive built into nature for a proclivity to cannibalism. Once the species is dominant in an area they start canibalizing each other creating a predator prey dynamic leading to speciation. Quite common in nature. They’re called revolutions. It happens when the governments are totally mismanaged and the rot is obvious to the bulk of society. It needs to happen. Peacefully if possible, which is possible if the military and police mobilize together. But violence is likely as they will faction some supporting the regime that they fear over doing what is right, and other tertiary parties rebelling for their own power.
The military and police and citizens need a leader. And if that leader is removed or compromised a new credible leader needs to emerge that is on the right path.
