David Khari Webber Chappelle was born on August 24, 1973, in Washington, D.C.[11] His father, William David Chappelle III, was a professor of vocal performance and the dean of students at Antioch College in Yellow Springs, Ohio.[12] His mother, Yvonne Seon (née Reed, formerly Chappelle),[13] worked for Congolese Prime Minister Patrice Lumumba,[14] is a Unitarian Universalist minister,[15] and worked as a professor and university administrator at several institutions including Wright State University and Prince George's Community College.[16] Chappelle has a stepmother and a stepbrother.[3]

Patrice Émery Lumumba[e] (/lʊˈmʊmbə/;[3] 2 July 1925 – 17 January 1961) was a Congolese politician and independence leader who served as the first prime minister of the Democratic Republic of the Congo (then known as the Republic of the Congo) from June until September 1960. A member of the Congolese National Movement (MNC), he led the MNC from 1958 until his execution in January 1961. Ideologically an African nationalist and pan-Africanist, he played a significant role in the transformation of the Congo from a colony of Belgium into an independent republic.
Shortly after Congolese independence in 1960, a mutiny broke out in the army, marking the beginning of the Congo Crisis. Lumumba appealed to the United States and the United Nations for help to suppress the Belgian-supported Katangan secessionists led by Moïse Tshombe. Both refused, due to suspicions among the Western world that Lumumba secretly held pro-communist views. These suspicions deepened when Lumumba turned to the Soviet Union for assistance, which the CIA described as a "classic communist takeover".[4] This led to growing differences with President Joseph Kasa-Vubu and chief-of-staff Joseph-Désiré Mobutu, as well as with the United States and Belgium, who opposed the Soviet Union in the Cold War.
After Mobutu's military coup, Lumumba attempted to escape to Stanleyville to join his supporters who had established a new anti-Mobutu rival state called the Free Republic of the Congo. Lumumba was captured and imprisoned en route by state authorities under Mobutu. He was handed over to Katangan authorities, and executed in the presence of Katangan and Belgian officials and officers. His body was thrown into a shallow grave, but later dug up and destroyed.[5] Following his execution, he was widely seen as a martyr for the wider pan-African movement. Over the years, inquiries have shed light on the events surrounding Lumumba's death and, in particular, on the roles played by Belgium and the United States.[5] In 2002, Belgium formally apologised for its role in the execution.[6] In 2022, a gold-capped tooth, all that remained of his body, was repatriated to the Democratic Republic of the Congo by Belgium.[7]

In 1952, Carter began an association with the Navy's fledgling nuclear submarine program, led then by Captain Hyman G. Rickover. Rickover had high standards and demands for his men and machines, and Carter later said that, next to his parents, Rickover had the greatest influence on his life.[11] He was sent to the Naval Reactors Branch of the Atomic Energy Commission in Washington, D.C. for three month temporary duty, while Rosalynn moved with their children to Schenectady, New York.[12]
On December 12, 1952, an accident with the experimental NRX reactor at Atomic Energy of Canada's Chalk River Laboratories caused a partial meltdown, resulting in millions of liters of radioactive water flooding the reactor building's basement. This left the reactor's core ruined.[13] Carter was ordered to Chalk River to lead a U.S. maintenance crew that joined other American and Canadian service personnel to assist in the shutdown of the reactor.[14] The painstaking process required each team member to don protective gear and be lowered individually into the reactor for a few minutes at a time, limiting their exposure to radioactivity while they disassembled the crippled reactor. During and after his presidency, Carter said that his experience at Chalk River had shaped his views on atomic energy and led him to cease development of a neutron bomb.[15]
In March 1953, Carter began nuclear power school, a six-month non-credit course covering nuclear power plant operation at the Union College in Schenectady.[9] His intent was to eventually work aboard USS Seawolf, which was planned to be the second U.S. nuclear submarine. However, Carter's plans changed when his father died of pancreatic cancer two months before construction of Seawolf began,[16] and Carter obtained a release from active duty so he could take over the family peanut business. Deciding to leave Schenectady proved difficult, as Rosalynn had grown comfortable with their life there. She said later that returning to small-town life in Plains seemed "a monumental step backward." On the other hand, Carter felt restricted by the rigidity of the military and yearned to assume a path more like his father's. Carter left active duty on October 9, 1953.[17][18] He served in the inactive Navy Reserve until 1961, and left the service with the rank of lieutenant.[19] His awards included the American Campaign Medal, World War II Victory Medal, China Service Medal, and National Defense Service Medal.[20] As a submarine officer he also earned the "dolphin" badge.[21]
