maybe there needs to be a rule that when a law or regulation or speil of an public agency gets changed that there needs to be a chain of narrative: like a CVS system for public laws and regulations, like what is used in software development to track code changes.
and then when these mysterious edits happen with public documents, that might be called 'vandalism' and might be considered conspiracy to withhold critical data for the profiteering of private industry and potion resellers, when that happens we'd have a way to know who made the change and why.
