It would seem, to me, to be an effort to explain how quantum mechanics encodes into time as a dimensional vector.
It's just written with constants in place of words to make itself less intelligible to those outside the lingo.
All discussion of models is ultimately philosophical. In a purist sense, the universe is unknowable and we create models to explain relationships we can reliably demonstrate exist. We can know our models, but the universe is never obligated to behave according to those models, no matter how accurate they are up to the point they aren't.
