About the National Quantum Initiative

Quantum-based technologies have already transformed society and the American economy. Examples include the Global Positioning System (GPS) for navigation, Magnetic Resonance Imaging (MRI) for medical imaging, semiconductors for computer chips, and lasers for telecommunications. Quantum information science (QIS) holds promise for another revolution in technology, with new, more powerful approaches to computing, networking, and sensing. The National Quantum Initiative (NQI) is a whole-of-government approach to ensuring the continued leadership of the U.S. in QIS and its technology applications.

In quantum physics, the notation to represent a quantum system, such as thestate of a quantum computer, is the so-called “ket” notation. For example, the ket |QCwould represent the state of a quantum computer. Following this terminology, <quantum|gov> then represents the overlap of |quantum> and |government>, which is what the national effort is all about.

QIS – Quantum Information Science

Quantum Information Science (QIS) emerges from a deeper consideration of how quantum physics (our description of the world at the microscopic level) has implications for information science (how real systems like computers process information). Quantum information technology takes advantage of these fundamentally quantum properties of matter to design new types of computers, sensors, and networks which enable new speed, precision, or functionality. Building on key QIS scientific discoveries since the 1980s, pioneering experiments starting in the 1990’s, quantum engineering from the 2000s, and commercial activity today, the world is on the cusp of a second quantum revolution. The prospects for innovation fueled by QIS, with implications for our economic prosperity and national security, motivate an all-of-government and all-of-nation approach to coordinating QIS activities in the United States.

Legislation NQIA2018-NDAA2022-CHIPS2022

The National Quantum Initiative was established by the National Quantum Initiative Act in 2018. This act was amended by the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022 and by the CHIPS and Science Act of 2022.

NQIA – The National Quantum Initiative Act NQI Act

The National Quantum Initiative Act (NQI Act) was signed into law by President Trump on December 21, 2018 “to accelerate quantum research and development for the economic and national security of the United States.” The NQI Act authorizes the National Institute of Standards and Technology (NIST), the National Science Foundation (NSF), and the Department of Energy (DOE), to strengthen QIS Programs, Centers, and Consortia. The NQI Act also calls for a coordinated approach to QIS Research and Development (R&D) efforts across the United States Government, including the civilian, defense, and intelligence sectors.

NDAA and Defense Legislation for QIS NDAA 2019

The National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 and the NDAA for FY 2020 legislate the Department of Defense (DOD) to carry out and support quantum information science and technology research and development. The NDAA authorizes the DOD to increase the technology readiness level of quantum information science technologies under development in the United States, support the development of a quantum information science and technology workforce, and enhance awareness of quantum information science and technology. The NDAA provides authorization to coordinate all quantum information science and technology research and development within the DOD, including through consultation with the NQCO, the SCQIS, and other appropriate Federal entities and private sector entities. The NDAA for FY 2020 further authorizes the establishment of Quantum Information Science Research Centers. The NDAA for FY 2022 amended the National Quantum Initiative Act to include the NSTC Subcommittee on the Economic and Security Implications of Quantum Science (ESIX).

CHIPS and Science Act of 2022

The CHIPS and Science Act of 2022 amended the National Quantum Initiative Act to authorize R&D in quantum networking infrastructure, the development of standards in quantum networking and communication..

The NQIAC was first established by Executive Order 13885 on August 30, 2019.

House Republicans cut out of spending bill talks despite winning majority, GOP conference chair says

Congressional negotiators are considering a year-long omnibus bill raising domestic spending on top of a 10% defense budget increase

House Republicans have been cut out of negotiations related to the next spending bill, despite having won the chamber majority last month and taking over the chamber in just weeks, House Republican Leader Kevin McCarthy and GOP Conference Chairwoman Elise Stefanik said Wednesday.

 

Stefanik spoke as congressional negotiators are considering a year-long omnibus bill that would raise domestic spending over fiscal 2022 levels.

"The skyrocketing price of goods, travel and services will make this the most expensive Christmas in history," the New York Republican said at a Capitol Hill press conference. "Yet here we are with Democrats controlling government in the final hours trying to keep the lights on in one-party rule."

McCarthy is advocating for the current Congress to pass a short-term spending bill that would expire early next year to give the new Congress a chance to negotiate a spending package.

 

The California Republican, who hopes to be elected House speaker, argued that interest rates have increased as a result of the Democrat-controlled Congress' spending driving up inflation.

"Have they not learned anything in the last election?" he asked on Wednesday.

 

McCarthy noted that the two key Senate negotiators on the spending bill, Sen. Patrick Leahy, a Vermont Democrat, and Sen. Richard Shelby, an Alabama Republican, are retiring from Congress.

 

"They want to raise the spending, bring more inflation, create more wokeism in the legislation they want to pass through and not even give members an opportunity to read it or see it," he said. "Let's do our spending bill in the next quarter."

 

Stefanik also said: "Make no mistake about this process, Democrats cut House Republicans out of these negotiations since day one. The lame duck Democrats spent the last two years running up the tab on the backs of hardworking American families and the American people have just spoken and rejected this radical agenda by electing a new House Republican majority."

'Brutal layoffs' coming to the Washington Post after major subscriber losses

Newspaper has struggled to maintain edge in post-Trump era.

Heavy layoffs are reportedly on the way at the Washington Post after the newspaper has weathered significant subscriber losses over the past eighteen months.

 

Publisher Fred Ryan told Post workers at a town hall on Wednesday that the company was anticipating significant layoffs in the coming year. Video posted to social media showed workers peppering Ryan with questions as he struggled to deliver the news.

 

The paper has reportedly shed hundreds of thousands of subscribers since Biden took office, allegedly dropping 500,000 subscriptions over that time period.

 

The union representing Post workers, the Washington Post guild, on Tuesday night posted a bitter thread on its Twitter feed arguing that "after brutal layoffs, we want answers about WaPo's future."

 

Quoting the newspaper's tagline, the guild sarcastically asked: "Democracy Dies in Darkness, eight?"

DOJ official acknowledges agency more strongly enforcing law against using force to block abortions

The FBI has denied allegations that the investigations are politically motivated.

Associate Attorney General Vanita Gupta has acknowledging that following the Supreme Court overruling Roe v. Wade this past summer, the Justice Department has been more strongly enforcing a 1990s law to prosecute anti-abortion activists.

 

Gupta said at an event earlier this month that the court's recent rulings on abortion "dealt a devastating blow to women throughout the country," according to Fox News.

 

The high court in striking down Roe, which ended federally protected abortion rights, also ruled on a companion case, Dobbs v. Jackson Women's Health, which Gupta said has increased the "urgency" of the department's work "including enforcement of the FACE Act, to ensure continued lawful access to reproductive services."

 

The Freedom of Access to Clinic Entrances Act of 1994 prohibits using force to prevent people from obtaining an abortion.

 

The law was barely used in 2020 and 2021, butmore than two dozen people have been indicted under the law so far this year, according to the Justice Department.

 

The FBI has denied allegations that the investigations are politically motivated.

 

FBI Director Christopher Wray said last month: "We have quite a number of investigations as we speak, into attacks or threats against pregnancy resource centers, faith-based organizations, and other pro-life organizations."

 

He said about 70% of abortion-related violence investigations at his agency are related to threats against pro-lifers.

Sen Tuberville vows to hold up military nominations over Pentagon attempt to expandabortion access

"We have got no control of this country right now," the Alabama senator says.

Alabama GOP Sen. Tommy Tuberville said Tuesday that he will put a hold on all military nominees if the Pentagon keeps trying to expand abortion access for service members.

 

"We have got no control of this country right now and they're trying to control everything," Tuberville said on the John Solomon Reports podcast, referring to the Biden administration. "But I'm telling you one thing: I'm going to control their nominations if they don't give me an answer of why and how we can do this the proper way."

 

Currently, federal money cannot be used to pay for abortions in the military with the exceptions of the mother's life being in danger, rape, or incest. After the Supreme Court this past summer overturn of Roe v. Wade, ending federal rights to abortions, military officials have been trying to expand abortion access to its troops, the Military Times reported in October.

 

"We've averaged probably 20 tot 25 abortions a year in the military and that's out of 2.1 million people," Tuberville said. "But we found out a few months ago that the military and the Pentagon were gonna make changes with this."

 

The freshman senator said he was granted a requested briefing on the matter, only to learn while there that thePentagon was going to try to change policy without going through the proper channels and that would go against federal law.

 

"They're getting ready to drop a new policy that's been there for years, which they can't do," Tuberbville said. "It's federal law. Congress has to do it. But they think that they can do anything they want in this administration."

 

The new policy would also expand abortion access to dependents of service members.

 

"What they're going to do now is they're going to allow abortion on demand," Tuberville said. "They're going to transport the soldier to any state they want to go to and they're going to allow dependents of that military personnel to have abortions. So we're going from having 20 a year on average to 4,000 a year just for military personnel and that's not counting the dependents."

Tuberville wrote a letter to Defense Secretary Lloyd Austin in which he expressed his concerns about the way this policy was being handled.

 

"Last I checked, these people didn't run for Congress," he argued about Pentagon officials. "We make the laws over here. I told them not to drop this in the next few weeks during the holiday season. I warned them 'if you do this, I will hold up every nomination, civilian and flagship officer until you explain to me or retract this policy.' "

 

He also said: "The one thing a senator can do is stop the wheel from turning, and I hate to do it. But they are not allowed, according to the constitution, to change this law themselves without running it through Congress."

Arizona state senator's lawsuit says rural voters get hosed by Maricopa's 'systemic failures'

Complaint argues that gubernatorial election results in state's largest county should be invalidated.

An Arizona state senator is suing over the administration of the gubernatorial election in Maricopa County, arguing that voters in rural Mohave County have been disenfranchised by the issues that plagued the state's largest county on Election Day.

GOP state Sen. Sonny Borrelli, a Mohave County resident, is suing Secretary of State Katie Hobbs, Maricopa County Recorder Stephen Richer, the Maricopa County Board of Supervisors, and Maricopa County Director of Elections Scott Jarrett to nullify the Arizona gubernatorial election in Maricopa County.

 

Borrelli alleges in the lawsuit filed Monday that there were "multiple systemic failures" with how Maricopa County conducted the election, "including the County's improper and unauthorized delegation of its responsibilities to opaque, unproven software programs that improperly but unavoidably influenced the judgment of poorly trained workers tasked with signature verification, in violation of Arizona statutory law."

 

The lawsuit argues that the artificial intelligence software used for signature verification of mail-in and drop box ballots was "unproven" and then reviewed by "[u]ntrained temporary workers."

 

Borrelli asks for the software to be declared "impermissible and unlawful" for determining the validity of ballot affidavit signatures. The remedy he is seeking is for the gubernatorial election results in Maricopa County to be invalidated "and/or … invalidate and set aside all Maricopa County mail-in ballots in the 2022 general election for governor."

 

Responding Tuesday on behalf of the Board of Supervisors and Jarrett to a request for comment on the lawsuit, a Maricopa County spokesperson said: "The court system is the proper place for campaigns challenging the results to make their case. Maricopa County respects the election contest process and looks forward to sharing facts about the administration of the 2022 General Election and our work to ensure every legal voter had an opportunity to cast their ballot." The same comment was previously given on Friday in response to Kari Lake's and Abe Hamadeh's election lawsuits.

 

Borrelli's lawsuit comes after two members of the Mohave County Board of Supervisors voted to certify the election "under duress" after being warned that they would "be arrested and charged with a felony" if they didn't, according to the board chairman, Ron Gould. While Mohave County's own election was problem-free, the board was concerned about the election issues in Maricopa County, said Gould.

 

Hobbs' office had sent the Mohave County Board of Supervisors an email saying that they could face felony charges if they didn't certify the election. Gould said that the issues in Maricopa County impacted the voters in Mohave County.

 

"We believe that Mohave County voters were disenfranchised by the problems that they had in Maricopa County," Gould previously told Real America's Voice TV's "The War Room." Gould also said he had a lawyer asking Attorney General Mark Brnovich if Hobbs was legally correct in stating that the county board could face felony charges for not certifying the election….

Pharmaceutical company Moderna informed the Food and Drug Administration that a "statistically significant" number of rats whose mothers received the company's mRNA COVID-19 vaccine were born with skeletal deformities, according to data from the Department of Health and Human Services that a watchdog group obtained.

 

Judicial Watch announced on Tuesday that HHS had handed over 699 pages of records pertaining to data Moderna sent the FDA. Said handover followed a Freedom of Information Act lawsuit the group filed to obtain the records after the relevant agencies failed to respond to the initial FOIA request.

 

A "nonclinical overview" included in the records the group obtained noted that "mRNA-1273 [Moderna vaccine]-related variations in skeletal examination included statistically significant increases in the number of F1 rats with 1 or more wavy ribs and 1 or more rib nodules. Wavy ribs appeared in 6 fetuses and 4 litters with a fetal prevalence of 4.03% and a litter prevalence of 18.2%. Rib nodules appeared in 5 of those 6 fetuses."

"Skeletal variations are structural changes that do not impact development or function of a developing embryo, are considered reversible, and often correlate with maternal toxicity and/or lack of other indicators of developmental toxicity (Carney and Kimmel 2007)," it continued. "Maternal toxicity in the form of clinical observations was observed for 5 days following the last dose (GD 13), correlating with the most sensitive period for rib development in rats (GDs 14 to 17)."

 

"Furthermore, there were no other indicators of mRNA-1273-related developmental toxicity observed, including delayed ossification; therefore, these common skeletal variations were not considered adverse," the records read.

 

The watchdog then contrasted the overview's dismissal of the abnormalities as non "adverse" with a separate article espousing that a comparable abnormality "may give rise to a different and more severe outcome."

The Moderna vaccine received full FDA approval on Jan. 31 of this year. It was previously available under an emergency use authorization.

Trump attorney Harmeet Dhillon is getting some support from within the Republican National Committee in her bid to unseat Chairwoman Ronna McDaniel.

 

Over the weekend, Dhillon got the backing of longtime RNC member Morton Blackwell, founder of the conservative training group The Leadership Institute.

 

"She has a long and successful record as a leader for conservative principles at the state and national levels," tweeted Blackwell, a committee member from Virginia.

 

Most committee members have already pledged their support for a fourth term for McDaniel. But Republicans have underperformed in the past three election cycles, after McDaniel become the RNC leader in 2017, which is raising concerns about reelecting her.

 

New Jersey RNC Committeeman Bill Palatucci told The Washington Times on Sunday that he takes support pledges "with a grain of salt."

 

Several state RNC groups have expressed frustration with the RNC under McDaniel, who was President Trump's pick after getting elected in 2016.

The Texas Republican Party recently joined the Arizona Republican Party in expressing no confidence in McDaniel and calling for new leadership.

"Clearly, the grassroots think it's time for a change," the Arizona group tweeted.

 

Tennessee RNC Committeewoman Beth Campbell posted Saturday on Twitter that she discussed the RNC elections with committee member Oscar Brock and found "overwhelming support for Leadership change [in] the RNC."

 

Dhillon announced her candidacy for RNC head last week.

"After three successive terms of underwhelming results at the polls for the GOP," she said, "I feel that we owe it to our voters to have a serious debate about the leadership of the party and what we must change to actually win in 2024.
