research the company Solar Hydrogen Trends. They were doing their R&D in the USA but the top scientists were East European. Hungarians/Bulgarians IIRC.
They were doing something like the tech you describe, 10-15 years ago, they demonstrated their system, then the DoD descended on them and it went into a vault.
