From the Thesis Abstract: "This thesis seeks to evaluate the effectiveness of the Russian disinformation campaigns targeting the 2020 U.S. elections and the efforts taken by the U.S. government and social media companies to thwart them. To develop countermeasures for Russian interference activities targeting future American elections, this thesis asks the question: What impact did the countermeasures taken by the American social media companies and the U.S. government have on Russian social media influence campaigns targeting the 2020 U.S. elections? This thesis uses a framework developed by Thomas Wilhelm, a U.S. Army researcher, to evaluate Russian hybrid warfare, based on the principles of Andrei Kartapolov, a prominent Russian general. Accordingly, it is used to measure the qualitative impact of the Russian measures and American countermeasures during the 2020 U.S. elections. This thesis finds that the Russians shifted their tactics from 2016 to 2020. Still, the U.S. government and social media companies effectively impeded their influence campaigns primarily through information sharing and account takedowns, respectively. Because the Russians will continue their influence campaigns to undermine the United States, this thesis provides recommendations to include standardized information sharing and the establishment of a national coordination center.

Q. Okay. You referred to, I think, Russian malign-influence activities. Can you describe what2 what does that mean?3 A. So there are in my thesis, there are 4 there's a description of two types of Russian5 malign-influence activities. I am specifically6 talking about online activities.7 The first type of activity is what is8 known generally as a hack-and-dump activity. I9 think the best example I would have of that is the10 hack of the Democratic National Committee– and the11 DCCC, the Democratic Congressional Campaign12 Committee, in 2016; hacking of their servers; and13 then the leaking or dumping of their information on14 the Internet over the course of the 2016 election15 season. That is one type of Russian malign16 influence, but I do not focus on that in the17 thesis. I do reference it.18 The second type of Russian malign19 influence that I discuss in the thesis itself is on20 the social media platforms and on fake news21 websites that the Russians have created.

Number onewas an initiative that the FBI took2 called the Protected Voices Initiative. That was3 actually focused on hack-and-dump operations. And4 the Protected Voices Initiative was cybersecurity5 briefings and awareness training provided for all6 the national-level political committees, such as7 the RNC, the DNC, the RSCC, the DCCC. Briefings8 were provided by our Washington field office.9 And then briefings were also provided to10 the vast majority of the presidential candidates11 for the 2020 election season. I think there were12 approximately two dozen of those presidential13 candidates that were provided them and their14 senior staff were provided cybersecurity briefings.15 That was one of the measures that was taken.16A second measure that was taken was the17 information sharing with the private sector18 companies, where we shared both strategic-level19 information as well as tactical information.20And then the thirdthe third measure I21 think I mentioned in the thesis was that the22 CISA Act, the formation of the Cybersecurity and23 Information Security Agency in 2018 and their24 ability to provide state, county and local election25 officials with both grants, federal grants to

improve their infrastructure as well as with2 cybersecurity training.
