we need a way to create pure blood banks, but that requires a lot of funding because you need the ability to store long term etc and then you still have the issue of testing and making sure each person who donates is pure. Perhaps with funding you set it up like a plasma center but you would need them in multiple cities states. I think it can be done blood can be stored for about 3 months the issue of everything is not the idea its the cost to implement.
