>This is likely due to the path the car took. If you go down the main road way, the guy in black and his stool aren't there, but if you turn down the side street, he's there. Likely, the Streetview car drove down the main road way, then came back up the side street. You'll also notice the people walking in the street change too.
That's what anon thought too, so followed the path fore/aft and even took a turn to starboard. He was only in that one frame. so sign of arms, legs, feet, clothing in any of the other images at that spot from the next images.
