It refers to the media, radio stations that broadcasted anti-Communist, pro-America propaganda to the Communist bloc and non aligned countries.

The law allowed the propaganda broadcasts abroad, on condition the Americans wouldn't be able to receive them.

The technological advancements made it easier for the Americans to follow the broadcasts meant to the foreign audiences, so the law was felt to have become obsolete.

What it doesn't mean that the law has changed when it comes to the domestic privately owned media. They have always been more or less free to print whatever they want, so the REVOCATION OF THE SMITH MUNDT ACT DOES NOT MEAN THAT CNN, WAPO, NYT ETC ARE NOW ALLOWED TO PRINT ANTI TRUMP FAKE NEWS.
