The entire US Senate is compromised. Any one Senator can hold up proceedings - there are several loopholes that allow for it. This is a bunch of traitors, 100 to be exact, that gather in backrooms of the Senate chambers and work out who is going to vote yes and no and which way legislation will be steered. Team Katie Hobbs is trying to pin the problem with massive voter disenfranchisement on printer problems and failing badly. It doesn't matter what the judge rules. The cheat was exposed and the Maricopa County fraud was exposed. Katie Hobbs and the Arizona State House no longer have the consent of the people to be governed by a fraudulently elected government. Look at the comments Mitch McConnel made when Judge Roy Moore almost got elected to the US Senate. There is not one GOP Senator in the US Senate not hand picked by Mitch McConnell (puppet - think handlers). The Senate is completely compromised and the alliance allowed that to proceed for the awakening.

Team Hobbs know they're caught so now the only thing they have is to try to differentiate whether the failures were intentional or non-intentional. Their whole case rests on whether the Judge believes that it was the 19" vote images fed into scanners configured to accept 20" images or if it was printer malfunctions. The Judge(all the judicial is compromised as well as the county clerks) is in a tight spot. Whatever happens this case will be appealed. However, the damage is done. A large swathe of the voting population in Arizona no longer trusts the election. The mission for this case has already been accomplished.
