People keep saying "intent" must be proven, I'm not so sure this is even true. Simple COC protocol not being followed correctly should be enough without any respect for intent.
If the set protocol was not followed, and this results in valid votes not being counted, regardless of intent, the fact remains.
If the gas station owner's gas pumps are not calibrated, which is his legal responsibility as they must be certified, is cheating you out of a full gallon of gas, it's just "whoopsie"? even if the owner never intended to defraud makes no difference to the victim. whether intention or not; the victim is cheated the same by the same result.
