That's not what he said. What he said was that they, perhaps, were unaware of all the different methods that the IG employed to get that info that was missing. There will be a SECOND report coming from the IG to describe how they got it all. They didn't get the "No, we will stop it" message until the beginning of May 2018; a month ago.
