He could have had that omnibus bill read on floor.
He alone could have disrupted the process so it didn't pass for 2 weeks.

that's one of the dumbest excuses I have heard, but there are not good excuses.

Why didn't McCarthy MAKE every R be there in person as a last resort tactic?

She would have had to call them all back in and it would have delayed it
