What benefit could low temps have? The obvious benefits are more of the things we've seen with infrastructure being targeted like the substations, or the food processing plants getting taken offline thru sabotage.

 

The less obvious reason is TEMPERATURE DIFFERENTIALS. They probably won't show up on radar, or if they do it'll be contracted out civilian planes, seeking out temperature differentials. When temperatures are this low, underground facilities are going to have more of a signature. Imagine, for example, a repurposed cave, or limestone mine, that has been converted to a clandestine server hosting center. They have to bring in air, for cooling, for oxygen, so on. They also have to vent air out.

 

Other factors worthy of note: access to lots of fresh water, think: rivers and lakes. What bodies of water are least likely to ever run dry? If, lets say, a specific large river were to run VERY low on water, would an underground facility that draws water from it, or discharges water INTO it, be MORE or LESS likely to be spotted?

Consider these things in the context of foreign nations as well. The temps could be Chinese weather manipulation, much like the sabotage on our infrastructure.

 

Chinese quarries, mines, caves. Are there any maps of Chinese mines or caves we can find?
