There's books you can read on it for details how the analysis was done. Fetzer is a professor / scholar and his field was History of Science, Logic.

He's qualified to organize a group of experts to study it and draw conclusions, which he did.

He's not 100% on everything, maybe 99%. But to criticize him you yourself have to get deep in the data, and spend a bunch of hours.
