So if Donald J. Trump was President on 6 Jan 2021 until the Inauguration, which he didn't go to, 15 days later, then how can Congress "Interpret" the Law to recommend charges against the Top Authority who has to declare any Insurrection under the 1807 Insurrection Act of 1807?

Insurrections are against the AUTHORITY of the United States (PRESIDENT) or the Laws thereof. Congress is impotent against enforcing any laws, because they write laws. The Judicial System Interprets, the Executive Enforces.

So in Summary, President Trump never declared any Insurrection, and Congress is investigating something that never happen legally? Insurrections are against the COUNTRY not Congress. So, from a legal standpoint CONGRESS under the legal definition has committed an INSURRECTION against the Legal Authority of the UNITED STATES and the LAWS THEREOF EX POST FACTO.

ADDITIONALLY, the following cannot declare an Insurrection DE FACTO because they had no AUTHORITY at the Time of the NON-EVENT.

Trump was President for 15 days after the Insurrection which he has to proclaim. NO ONE ELSE CAN PROCLAIM AN INSURRECTION. Legally, it never happened because the President is the Top Law Enforcement Officer and Commander-in-Chief. There was a YUGE PLOT HOLE in their plan. Yet they in their actions actually committed a legally defined INSURRECTION.
