Introduce a cost to disseminating information. analogous to tech that developed to produce high compute rates for spam email in the early 2000s. make individual action collectively much more effective as each addition is relatively low cost. but make narrative control unscalable as large batches of announcements into the wind becomes unsustainable expensive. reverse the internet model of the customer actually being the product.
