I second this. If horowitz didn't endorse it, this makes sense. But he DID endorse it..
I am under the assumption that Horowitz gave the final "go ahead" to release. So if it was changed, he would've either 1) refused to accept changes 2) make a public disclosure of changes, or 3) delayed and amended it again…
Why, if he's the final authority, did endorse the report it it was actually changed….
The only thing i can think of is: RR actually has the final authority. Even if that's the case, it still doesn't explain why Horowitz endorsed…
