re-read the IG report. the police, the fbi - they knew about the 'crimes against children' but couldn't use the evidence because it was introduced incorrectly…the subpoenas were looking for something too specific in the "classified emails" from the "missing server", and anything unrelated had to be ignored.
so they figured out a way to unignore it.
to allow a fresh look from the MSM?
give them some wiggle room to re-adjust their position within the narrative?
