can confirm in CA as spouse keeps getting those things sent each time a call is made to refill a maintenance med and the kit is then sent even when it was not discussed
so glad I left 20+ yrs ago and when they started handing out clean needles for muh drug programs that was the start of the end as nmost of the probs you see now were prevalent i.e the shit on the street, homeless etc.
Once muh clean needles it got much worse
